Shaykh Abdullah al-Adani explains that if a woman is motivated to pray Tarawih at home, it is better. But if she is lazy, praying in the mosque is allowed. Women should not be prevented from attending, yet must follow proper rules like modest dress and avoiding perfume.
Is it better for women to pray at home during the month of Ramaḍān?
If she is motivated enough to pray at home then it is better if she does so, but if she lacks motivation and she is taken by laziness then there is no harm if she prays at the mosque. The Prophet ﷺ said: “Do not prevent the female slaves from going to the mosques of Allāh ﷻ.” The woman knows herself better than anybody else. And it is upon the husband or her guardian to help her in good. If she wishes to go to the mosque, they shouldn’t prevent her from doing so but they have to compel her to the rules of the religion. In addition she has to comply with those rules herself meaning she has to leave her house covered without any beautification or any perfume and avoid anything that opposes the reason she is going to the mosque.
