Questioner:

Is it allowed to perform ruqya over the phone, such that the person performing ruqya is in one place and the one being treated is elsewhere?

Shaykh ʿAbd al-Muḥsin al-ʿAbbād:

And the blowing will reach there? I ask, will the blowing reach the one being treated!? This is from the strange affairs of this era. Because ruqya includes blowing and not merely reciting wherein only the voice and recitation is heard. Rather ruqya involves blowing from the one performing the ruqya onto the one being treated.
