Informing Authorities About an ISIS Recruit

Shaykh Salih al-Luhaydan states that if someone is known to be planning to join ISIS, it is permissible to inform the authorities. This ruling applies even if the government is non-Muslim, as it is a duty to prevent harm and protect society.

If I know for certain that there is an individual who wants to join ISIS, is it permissible for me to inform the government, specifically if the government is non-Muslim?
